Govt will give every support to Puroik community: Alo Libang

ITANAGAR, Apr 25: State government is looking forward to give every possible support to the Puroiks in terms of health, education and other incentives to bring the community at par with the rest, said Minister for Rural development Alo Libang while addressing the Puroik community on the occasion of Gumkum Gumpa festival in Itanagar.
Underscoring the need of education as an indispensable part for the development of the community, he said that education will help further prosperity of the community in the long run.
He further said that there is an increasing move among the youth towards better education and self sustenance.
Hailing the community for successfully maintaining much of their traditional way of life, rich traditions & culture, Libang opined that the community once tagged as backward community is no more "vulnerable "and that it only needs special programs for their sustainable development.
Speaking on the occasion, Parliamentary Secretary, Textiles and Handicrafts, Karya Bagang said that in tribal areas like Arunachal, education can bring in the much needed change and stated that to bring overall development and prosperity, society must eliminate exploitation of the marginalized section of the society through education.
Bagang said that the Puroik Community has successfully blended modern and traditional life and is competing well in every sector, compared to the earlier days.
She informed that aggrieved by the grievances of the community, she once approached then Chief Minister, late Dorjee Khandu, who assured to give full support to development of the community. However, with his untimely demise, all the assurances have remained unfulfilled, added Bagang.
The Gumkum Gumpa organizing committee on behalf of the community submitted a memorandum seeking housing facilities, separate welfare boards, employment and educational facilities that could help uplift the community, especially youths. In response to the memorandum, Libang said that government has already approved creation of welfare board and assured to look over their demands on need base.
Other attractions of the day were mega dance, various cultural items which was later followed by a community feast.

Tawang DH, Ruksin CHC get Kayakalp awards
ITANAGAR, Apr 25: The District Hospital Tawang has received the 'Best District Hospital in the State Award', which carries a cash incentive of Rs 50 lakh.
District Hospital, Yingkiong was second with a cash incentive of Rs 3 lakh in the District Hospital category. Under the CHC category, Ruksin Community Health Centres (CHC) received the best CHC award with a cash incentive of Rs 15 lakh and a citation, followed by commendation award to CHC Jang with a cash incentive of Rs 1 lakh.
The awards are given out by the Ministry of Health. The state level Kayakalp Award to felicitate the best district hospitals and CHCs were held in Itanagar and attended by Minister Health & Family Welfare, Jomde Kena.

It was alleged by the villagers that water supply project at Debing village has failed to supply water as per villagers' requirement. Senior villagers, who alleged massive anomalies and financial embezzlement in the execution of the project, later moved the District Administration for 'magisterial inquiry' to unearth the facts.
It may be recalled that a magisterial inquiry team led by Ruksin ADC, T Pada had found lot of irregularities in execution of the water supply project at Debing and accordingly instructed the Public Health Engineering & Water Supply, Pasighat Division to make necessary rectification of project structure. However, the department officials allegedly did not follow the instructions, which compelled the aggrieved villagers to move for high level inquiry.
According to PHE&WS sources, the water supply project implemented at Debing was sanctioned under the National Rural Drinking Water Programme in December 2012. Information obtained through RTI reveals that “the water supply project worth Rs 71.36433 lakhs was executed without inviting tender, and as many as 18 contractors and farmhouses were engaged in the construction works”.
A series of news item regarding water scarcity in Debing village was carried in this daily, wherein the villagers blamed defective structure at water intake point implemented by PHE&WS Department, but the officials of PHE &WS had refuted the allegation and said that it was 'media hype'.

Khonsa gets LED solar street lights
KHONSA, Apr 25: Khonsa East MLA and APSMPB Chairman Wanglam Sawin inaugurated 38 LED solar street lights in Khonsa on April 25.
Sawin said it was a humble step towards addressing the frequent power cut from Kuthalguri Power Plant as well as a step forward to improve power scenario and fulfill the basic public amenities at Khonsa.

Water mobile labs soon, PHE & WSD review meet
ITANAGAR, Apr 25: The PHE & WS Department will procure two mobile labs which will be useful, especially during flood and monsoon season for testing water.

Mr. K.Appa a confessed habitual horn abuser was driving from Pasighat to Itanagar on Sunday, his cars horn stop working halfway, he could not spare time to find a garage to get it repaired. He decided to complete journey noiselessly without honking. To his pleasant surprises he discovered that people in north Lakhimpur and other places in Assam and Arunachal still go out of his way, and he reached Itanagar earlier than he expected. Best part was that he did not experience the usual aggravation. He found that a few seconds of patience and courtesy for other road users gave him better result than irritating everyone with his car horn. From that day he stopped unnecessary Honking and became active member of No Horn Campaign.

High decibel horns make drivers aggressive and irritability, facilitate over speeding leading to accident. The Notion "people wont get of our way if we don't honk" is out dated and incorrect now. Honking is not really required for routine commutes any more. For over taking the single lane road a short beep of horn or a single flash headlight may be needed when driver in the front is absent minded and blocking traffic. Horn can be use reserved for use only for emergencies, If we sense danger ahead, it can be use as a warning. High decibel horn may be replaced by low intensity horn, after dark ,all horn use must be stopped.Hospitals,school and place of worship is a silence zones horn use must be avoided near such establishment. Unfortunately without effective law enforcement this cannot became reality. One person honking generate so much noise, it nullifies good behavior of hundreds of others. Discretionary honking may be allowed in sharp turnings of hills roads of district in the state. No horn heard in sharp turning does not mean that Vehicle is not coming from other side should be the teaching to all drivers operating in District roads. Active Campaign in all front will be required to reduce habitual and unnecessary horn use. With rare exceptions, horn is to be used only to warn other people of the possibility of accident. However, under the leadership of local MLA Taloh, a 40.35 km road has been sanctioned under the Pradhan Mantri Gram Sadak Yojana (PMGSY), which will connect Sissen village with Komsing (Kumku) village via Karo and Pangi villages.
Addressing a public meeting organized by Sissen villagers on Monday, Taloh laid thrust on improvement and expansion of road connectivity, stating that road infrastructure was the backbone of development and social welfare. Better road connectivity is correlated with economic development as it promotes access to economic and social services, he said.
"I am committed to ensure that no corner of my constituency remains devoid of this necessity," the MLA said.
He directed the executing agency (RWD) not to compromise on the quality of work. For this, he stressed on close monitoring and sought cooperation of the people in ensuring speedy development of their areas and asked them to come forward and personally supervise the quality of work so that the work is completed in the next 18 months (stipulated time).
Taloh also informed the people that many projects for the area are in the pipeline and will be executed soon.

Cancer screening camp held at Naharlagun
NAHARLAGUN, Apr 25: In all, 150 people arrived for a free cancer screening and awareness camp at Naharlagun on April 24.
The camp was organised by the Friends of Tribal Society of Arunachal Pradesh, in collaboration with Marwadi Yuwa Manch , Atu Hillang Charitable Society, and Kombo Youth Capital Complex Itanagar.
This was the 84th camp in the Northeast region with a bus designed with required equipment for cancer screening.

APDA demands one man one post norm
ITANAGAR, Apr 25: The Arunachal Pradesh Doctors Association (APDA) on Tuesday demanded that the state government appoint separate qualified persons as Director of Health Service (DHS), Director of Medical Education (DME) and Director of Tomo Riba State Hospital for smooth functioning of the Health Department.
In a representation to Chief Minister Pema Khandu, the Association pointed out that
the state government had created independent posts of DME and Director of Family
Welfare during the year 2014 vide order No MDEV-
"Since 2013, Dr Jini has been designated as DME and functioning as the head of the department and subsequently he was also appointed as DHS in the year 2015 and Director of TRSH. As of now, he is occupying and functioning as directors for three different departments," the APDA said.
Stating that the APDA had no doubt over Dr Jini's caliber and personal capacity, Association President Dr Bimang Natung questioned whether there were no other competent doctors, who could be appointed as directors.
"Why only one person is being over used for several posts of directors?"
The Association demanded that the state government approve the modified APSHS rule and appoint the vacant posts of directors of Health Service and Family Welfare at the earliest for public convenience and welfare service with equitable distribution of 'one man one rank post'.

3100 LED lamps distributed under Ujala Yojana in Lohit
TEZU, Apr 25: Energy efficient LED lamps were distributed under the Ujala Yojana in Lohit district on April 23.
In total, 3100 lamps (9W) were distributed to needy homes through the Arunachal Pradesh Energy Development Agency (APEDA) in the second phase of distribution of such lamps under the flagship programme of the central government.

Urban sanitation is a major worry
The PHE&WS department yesterday claimed that it has achieved 87.12 percent sanitation coverage; standing 7th position at the national level. This is a major achievement considering the fact that Arunachal is late starter in realizing the importance of having Individual Household Latrines (IHHL) in the house. The department also audaciously declared their intent to achieve ODF status by 2018; one year ahead of the target year, which is 2nd October, 2019. It’s a good move, however, only time will tell whether they will be to achieve the target.
There is no doubt that PHE & WS Deptt. has made inroads into villages and constructed massive number of IHHL. But in recent years the hygiene standard of urban areas has drastically gone down. The situation especially in capital complex and at certain district headquarters is pathetic. In capital complex, visiting any market areas can be nightmare experience especially for the womenfolk. Lack of toilet facilities in the market areas is an issue which unfortunately all the departments be it PHE&WS, Municipal corporations and Urban Development Department have totally neglected. Urban cleanliness should be given top priorities by the state government. With monsoon arriving there is urgent need to ensure that drains are properly cleaned and clean drinking water is provided to the denizens. For urban sanitation, the PHE&WS should collaborate with Municipal corporations and Urban Development Department for better coordination.

Complete the Rural electrification formalities
Dear Editor,
Through the columns of your esteemed daily, I would like to put forward a few grievances
I have towards the State Power Department. The rural electrification work was tendered
by the same during May 2016 and the official legal formalities to kick-
This is a kind appeal to the Department responsible to initiate their duties at the earliest so that none of the contractors involved or the public or the project in question suffers due to the stagnation of one department. And also as a general observation, this is the kind of attitude that most departments around here carry because of which any kind of developmental activity always lags behind from the time period it is bound to deliver for.
We are at a much advanced century from any other generation and therefore, this kind of attitude from any executing body is not really appreciable and it is time that people realise the value of time and the governmental agencies especially, their duties.
As a concerned citizen of the state and the country, this is a humble request especially to the Power Department East Siang district in particular to kindly take up the cause and dispense any left over legalities at the earliest to start the rural electrification works at the earliest.
The delay over this matter is questionable because according to sources, the tender for East Siang district has long been initiated with all formalities and procedure already covered, so why the unnecessary delay causing great discomfort amongst the people involved ?
Therefore, once again I appeal and request the concerned department in particular to dispense their legal duties as soon as possible so that the electrification work for rural areas is started at the earliest, for the goodness and development of our state.

Abolish VIP culture
Dear Editor,
This refers to your editorial “More need to be done to abolish VIP culture: (April 21. Kudos to Prime Minister Narendra Modi for his decision to shake up India’s privileged VIP culture, most notably symbolised by flashing red beacon lights on top of vehicles, by scrapping a rule that allowed the Central and State governments to nominate dignitaries who could use such lights. The decision comes more than three years after the Supreme Court first raised the issue of red beacons and asked for restrictions on their use in December 2013. It is good move by govt to stop lal baati for VIPs. It will help to reduce the VIPs culture in India. The red beacon or laal batti, allowed to only top public officials and politicians, has come to signify influence and privilege. Recently, in Ahmedabad, while I was crossing a road, I found blue beacons of Ambulance blocking the road. As I came near I found some religious saints sitting in an ambulance with their teams. The motor vehicles carrying ‘high dignitaries’ specified by the Central government and their counterparts specified by the States may be fitted with red lights, but the red lights with or without flasher can be used only when the specified high dignitary is on duty.It is time that the Supreme court also passes the order to remove political flags, political leaders photos in the cars fronts. This is used as an exhibition of power by many politicians and influential people.

Few suggestions to improve sports in Arunachal
Dear Editor,
This is with reference to the News Report published on April 24 in your esteemed daily, titled “What is holding back Arunachal’s Progress in Sports’ ?
As I belong to sports fraternity, I would like to contribute few suggestions.
1. Upgrade of Sangey Laden Sports Academy up to Class XII. Because when the student trainees of the academy are at the peak of their performance, they have no option for further studies. They have to leave the academy for further studies.
2. Set up of Sports Trainee hostel separately for elite sports persons.
3. Attach sports unit in BN Police Chimpu for regular training along with appointment of Coach and Instructor
4. Appointment of Coach in various sports discipline.
5. Establishment of human performance Laboratory with high scientific equipments.
6. Sports persons appointed in various Department against sports quota maybe exempted from general duty and allowed to continue training for 2 to 3 years. If he/she is not giving result or performance, they may proceed for general duty.
7. Establishment of SAG -
I already discussed with the Director of SAI, North East Region Guwahati regarding
the establishment of SAG-
In view of the above suggestions, if Arunachal Government and sports fraternity takes initiative, we hope we will overcome the present scenario and there will be rapid progress in sports. Hope in near future our sports persons will perform well in National and International arena.
