Govt will give every support to Puroik community: Alo Libang

Gumkum Gumpa celebrated

ITANAGAR, Apr 25: State government is looking forward to give every possible support to the Puroiks in terms of health, education and other incentives to bring the community at par with the rest, said Minister for Rural development Alo Libang while addressing the Puroik community on the occasion of Gumkum Gumpa festival in Itanagar.

Underscoring the need of education as an indispensable part for the development of the community, he said that education will help further prosperity of the community in the long run.

He further said that there is an increasing move among the youth towards better education and self sustenance.

Hailing the community for successfully maintaining much of their traditional  way of life, rich traditions & culture, Libang opined that the community once tagged as backward community is no more "vulnerable "and that it  only needs special programs for their sustainable development.

Speaking on the occasion, Parliamentary Secretary, Textiles and Handicrafts, Karya Bagang said that in tribal areas like Arunachal, education can bring in the much needed change and stated that to bring overall development and prosperity,  society  must eliminate exploitation of the marginalized section of the society through education.

Bagang said that the Puroik Community has successfully blended modern and traditional life and is competing well in every sector, compared to the earlier days.

She informed that aggrieved by the grievances of the community, she once approached then Chief Minister, late Dorjee Khandu, who assured to give full support to development of the community. However, with his untimely demise, all the assurances have remained unfulfilled, added Bagang.

The Gumkum Gumpa organizing committee on behalf of the community submitted a memorandum seeking housing facilities, separate welfare boards, employment and educational facilities that could help uplift the community, especially youths. In response to the memorandum, Libang said that government has already approved creation of welfare board and assured to look over their demands on need base.

Other attractions of the day were mega dance, various cultural items which was later followed by a community feast.

ADC Deomali cum Puroik Welfare Society Advisor Bopai Puroik, President PWS cum festival committee Chairman Adang Yachu, Secretary Kasok Halley also addressed the gathering.

 

 

 

Tawang DH, Ruksin CHC get Kayakalp awards

ITANAGAR, Apr 25: The District Hospital Tawang has received the 'Best District Hospital in the State Award', which carries a cash incentive of Rs 50 lakh.

District Hospital, Yingkiong was second with a cash incentive of Rs 3 lakh in the District Hospital category. Under the CHC category, Ruksin Community Health Centres (CHC) received the best CHC award with a cash incentive of Rs 15 lakh and a citation, followed by commendation award to CHC Jang with a cash incentive of Rs 1 lakh.

The awards are given out by the Ministry of Health. The state level Kayakalp Award to felicitate the best district hospitals and CHCs were held in Itanagar and attended by Minister Health & Family Welfare, Jomde Kena.

Kena congratulated all MOs in-charge and hospital staffs, and stated that the quality of hospital should be maintained and they should strive to improve every year.

 Parliamentary Secretary (Health & Family Welfare) Phurpa Tsering praised the staffers of award-winning hospitals and advised them to maintain the good initiatives.

Speaking at the event, Mission Director (National Health Mission), GoAP, P N Thungon mentioned that the awards were started in May 2015 through the Ministry of Health & Family Welfare, Government of India for the best DH, CHC and primary health centres in the state. The Kayakalp award is given to those health facilities who maintain the parameters of hospital upkeep, sanitation and hygiene, waste management, infection control, support services and hygiene promotion, informed Dr R Dodum of the National Health Mission.

 

 

 

 

NHRC takes up drinking water crisis of Debing village, East Siang DC submits report

ITANAGAR, Apr 25: The East Siang Deputy Commissioner has submitted an inquiry report on 'Debing Water Supply Project' before the Commission's open hearing conducted at Itanagar on Tuesday.

Earlier, the NHRC, New Delhi in connection to its Case No- 18/2/2/2017 had directed the DC to submit the report on the much-hyped drinking water problem of Debing village.

Following directions from the Deputy Commissioner, both the parties -PHE&WS officials and sufferers (complainants) attended the hearing and placed their statements before the Commission's camp hearing.

 It was alleged by the villagers that water supply project at Debing village has failed to supply water as per villagers' requirement. Senior villagers, who alleged massive anomalies and financial embezzlement in the execution of the project, later moved the District Administration for 'magisterial inquiry' to unearth the facts.

It may be recalled that a magisterial inquiry team led by Ruksin ADC, T Pada had found lot of irregularities in execution of the water supply project at Debing and accordingly instructed the Public Health Engineering & Water Supply, Pasighat Division to make necessary rectification of project structure. However, the department officials allegedly did not follow the instructions, which compelled the aggrieved villagers to move for high level inquiry.

According to PHE&WS sources, the water supply project implemented at Debing was sanctioned under the National Rural Drinking Water Programme in December 2012. Information obtained through RTI reveals that “the water supply project worth Rs 71.36433 lakhs was executed without inviting tender, and as many as 18 contractors and farmhouses were engaged in the construction works”.

A series of news item regarding water scarcity in Debing village was carried in this daily, wherein the villagers blamed defective structure at water intake point implemented by PHE&WS Department, but the officials of PHE &WS had refuted the allegation and said that it was 'media hype'.

 

 

 

DPRs of six towns approved

ITANAGAR, Apr 25: The Detailed Project Reports (Ph-I) of six towns, namely Basar, Boleng, Pasighat, Koloriang, Namsai and Ziro were approved in principle by the members of the State Level Sanctioning and Monitoring Committee (SLSMC) for the implementation of Pradhan Mantri Awas Yojana - Housing for All (Urban) after thorough discussion.

The SLSMC meeting held in the conference hall of the Chief Secretary on April 25 was chaired by Principal Secretary, Satya Gopal.

Earlier, a power point presentation on the project proposals of the six towns was presented by Joint Director/ State Nodal Officer (UD&H) Marcony Potom. He highlighted the specific issues concerning the implementation of the PMAY-HFA (U) scheme in the state of Arunachal Pradesh.

The Chairman of the SLSMC also approved in principle Rs 50,000 per beneficiary for EWS category as a state contribution for successful implementation of the Prime Minister's flagship programme.

The meeting was attended by SLSMC members of various departments, including Department of Forest & Environment, Department of Finance, Department of Land Management, Public Works Department and the Department of Urban Development & Housing, and experts of State Level Technical cell.

 

 

 

Government is concerned for welfare of ST & SC, says Principal Secretary

ITANAGAR, Apr 25: Principal Secretary (Home) and Chief Secretary In-charge Satya Gopal held an interactive meeting with Deputy Commissioners, SPs, officers, NGOs and public at the state banquet hall and informed that the government was concerned about the welfare of the SCs and STs, adding that the government was also proactively pursuing the matter.

The proposed camp-cum-open hearing of the National Human Rights Commission (NHRC) on Tuesday could not be conducted as the team of NHRC could not reach the Capital due to inclement weather, and accordingly the interactive meeting was held.

Regarding setting up the State Human Rights Commission, Commission for Child Rights, vexed inter- state boundary issue, plight of the population living within the forest areas etc, the Principal Secretary Informed that actions were being taken up at the appropriate levels.  

He also advised some NGOs to receive awareness of benefits of the government welfare schemes and also directed the officers to educate the public,

so that deserving beneficiaries were not deprived.  Replying to a complaint regarding non-supply of drinking water under the National Rural Drinking Water Supply Program at Debing village of East Siang district, the Principal Secretary directed East Siang DC Tamio Tatak to personally verify and submit reports immediately for further action.

Former Arunachal Pradesh State Commission for Women Chairperson Jarjum Ete, former NESO leader Gumjum Haider and representatives of NGOs also spoke on the occasion.

 

 

 

Khonsa gets LED solar street lights

KHONSA, Apr 25: Khonsa East MLA and APSMPB Chairman Wanglam Sawin inaugurated 38 LED solar street lights in Khonsa on April 25.

Sawin said it was a humble step towards addressing the frequent power cut from Kuthalguri Power Plant as well as a step forward to improve power scenario and fulfill the basic public amenities at Khonsa.

The MLA also explained the relevance of the project in view of the erratic power supply and gave importance on renewable energy sources.

The solar street lights, which have been installed at various places of Khonsa block, including the general hospital, market area, and sensitive junction points, will be very helpful for the motorists as well as pedestrians. These street lights are also expected to play a crucial role in reducing theft cases and anti-social activities along the road, Sawin said.

The installation of lighting system was executed by the APEDA, Khonsa.

Later, the MLA, accompanied by Deputy Commissioner Ravi Jha, and ZPC Sontung Bangsia, visited Khonsa Power House and the APMC at Khonsa Bazaar. (DIPRO)

 

 

 

Water mobile labs soon, PHE & WSD review meet

ITANAGAR, Apr 25: The PHE & WS Department will procure two mobile labs which will be useful, especially during flood and monsoon season for testing water.

This was informed by Minister PHE & WS Bamang Felix while reviewing the drinking water schemes implemented by the department in the last financial year and implementation plan for 2017-18.  

The labs will be supplemented with four 'Apne Jal doot', which is a small vehicle mounted with water treatment system, which again can go to the flood-affected areas and suck water from rivers, ponds etc and treat and deliver at site. The Minister also dwelled on the need to protect and preserve the catchment area of the water sources for the posterity.

In view of rapid dwindling of water sources, he instructed the department to come up with a policy paper for consideration of the government.

Reiterating the importance of the subjects of drinking water and sanitation in improving health and thereby the efficiency of the people as a whole, he impressed upon all the engineers to implement work with missionary zeal. He desired that the officers give as much impetus to preparation of correct estimates as they give for implementation of schemes on the field.

Thanking the Chief Minister for considering drinking water a priority in the government's scheme of things, he called upon the officers to live up to the challenge and prepare a purposeful and well thought out SADA 2017-18 which should be inclusive and rational and one leading to  the path of achieving the envisaged vision.

The Chief Engineer (D&P) presented the overall status of the drinking water sector in the state, while the zonal Chief Engineers of EZ and WZ presented the targets, achievements and way forward. Each EE in the divisions presented their works under NRDWP, NLCPR, NEC, RIDF, SADA, deposit works, etc through photographic documentations.

Commissioner PHE & WSD, H K Shalla asked all the officers to contribute towards efficient service delivery and growth of the state.

 

 

 

Encroacher evicted from Banderdewa

Banderdewa, Apr 25: An encroacher was evicted from Divisional Forest Office complex and the Forest Nursery, Banderdewa by the Banderdewa Forest Division recently.

Despite heavy downpour, illegal constructions were dismantled in the Drupong reserve, sending a strong message of dire consequences to the offender(s). The offender has been identified as one Uri Dodum, according to a departmental report.

Offence report has also been drawn against the culprit for the violation of various sections of the Assam Forest Regulations Act (AFRA), 1891 and Forest Conservation Act (FCA), 1980.

The team of Banderdewa forest officials was led by Range Forest Officer T Murtem, under the supervision of DFO N Nedo, while the district administration staff was led by the CO Pama Bagang and police personnel of Banderdewa Police Station,

Mein calls for cultural exchange

KARSANG, April 25: Attending the Moh-Mol Festival celebration of Tangsa Community at Kharsang on Tuesday, Deputy Chief Minister, Chowna Mein called for cultural exchange between the eastern and western parts of the state to bring in cultural integration.

"Though we have diverse cultures, people of eastern parts of the state hardly know about the culture of the people of western parts due to less interaction," Mein said, adding that cultural exchange programmes would help to bring in feeling of oneness and unity among the tribes of the state.

Mein also assured to provide fund for development of General Ground at Kharsang and also for construction of a motorable suspension bridge over Noa-Dihing River at Miao.

He further called upon the teachers to discharge their duties sincerely saying that the state government is trying to bring in changes in the education system and also decided to rationalize the posting of teachers before recruiting new teachers.

Speaking on the occasion, WRD Minister, Kamlung Mossang stressed on the mass participation of community people in the festival. "It is the responsibility of every individual to keep culture and tradition alive", he said while also advocating against commercialization of festivals.

Moh-Mol Festival Celebration Committee President, N Techi, highlighted the mythology of the festival.

Moh-Mol rituals and cultural programme, including traditional folk dances were highlights of the celebration. Earlier, the Deputy Chief Minister inaugurated the new Circuit House at Kharsang in presence of Kamlung Mossang.

At Changlang, attending the festival, Kanubari MLA Gabriel D Wangsu advocated for protection, preservation and propagation of age-old tradition and culture for the future generation.

Stating that many dialects are on verge of its extinction, he also suggested for keeping written records of Tangsa dialect, adding that  preservation and promotion of dialect is necessary to save the identity of a community.

Earlier, Changlang (N) MLA, Tesam Ponte urged the youth to shoulder responsibilities in preserving folk songs and culture. He also appealed to the youth of the district to restrain from opium and drugs addiction. In his address, Changlang (S) MLA, Phosum Khumhun recalled the contributions of senior leaders in preserving their traditions and culture.  President, Moh Mol Festival Committee Thangam Tangha and Secretary Salman S Mungrey also spoke on the occasion.

Earlier, the festival began with "Rom Rom" rituals, where the priest offered prayers to the Goddess of crop "Tungja Chamja" to seek blessings for bumper harvest, and prosperous and long life to all beings. Traditional cultural programmes, rhythmic beating of drums, traditional songs, and traditional fashion show were the other attractions of the festival.

At Manmao, addressing the participants  in Moh-Mol festival celebration, Art and Culture Minister Dr Mohesh Chai  stressed on preservation of traditional costumes and dialects to save their identity for future generations. "Earlier, it was a way of life and protecting culture and tradition was not difficult, but in modern times it has become a big challenge due to the influence of modernity and western culture," he said.

Informing that soon local dialects will be introduced as third language in all the schools of the state, he suggested starting of Sunday classes for teaching local dialects to youths.

Parliamentary secretary, Planning, Zignu Namchoom and MLA Laisam Simai also spoke on the occasion.

 

 

 

World Malaria Day observed

ITANAGAR, Apr 25: The World Malaria Day, observed every year to recognize global efforts to control malaria, was observed across the state on Tuesday.  

In Yupia, the day was observed by the District Vector Borne Disease Control Society at Aane Yache School, Nirjuli, where students took part in extempore speech competition and presented a skit on the theme 'End malaria for good with Swachh Bharat Abhiyan'.

Speaking on the occasion, District Vector Borne Disease Control Programme Officer, Dr Tana Aruna called upon all to access free government supplied diagnostic kits and anti-malarial drugs which are available in all government health facilities. He stressed on the need to maintain cleanliness, especially clearing stagnant water all around during the monsoon which are potential mosquito-breeding sites. He also advised children and pregnant women to take protective measures against mosquito bite.

In Nacho, Upper Subansiri, the Itanagar Empowerment Association and Caritas India, in collaboration with the DVBDCP observed the day by organizing a mass rally in Ayingmori; creating awareness on preventive and curative methods of malaria.

Addressing the gathering, Dr Riya SD of Divine Mercy Health Centre, Siyum highlighted the symptoms and preventive measures for malaria and advised everyone to always sleep under insecticidal treated nets, allow DDT spray inside houses and to drain out all stagnant water around the house.   

 In Namsai, the District Health Society, NVBDCP and National Health Mission, observed World Malaria Day throughout the district. At Nongtaw village, a special awareness campaign along with cleanliness drive was conducted by the NVBDCP staff and youths.

Later, in a public gathering, attended by DMO, DPO (NVBDCP) staffs from district headquarters, medical officers, NVBDCP and nursing staffs of PHC Piyong, besides Panchayat members and villagers, a skit on malaria was performed by students of ANM School.

DMO, Dr Nani Rika spoke on malaria and its prevention, while DPO (NVBDCP), Dr C M Thamoung highlighted the national framework of Malaria Elimination 2016-2030 and explained about the strategies to be adopted in every household of villages to prevent and help the government in elimination malaria. He also stressed the importance of field workers and ASHAs in containing malaria in the district. Earlier, a mass rally was also conducted around the village. The day was also observed in different CHCs/PHCs/health units of the district.

At Aalo, the Voluntary Health Association of India (VHAI), in collaboration with the DVBDCP Aalo observed World Malaria Day at Siyom colony, Aalo with the community members and other stakeholders, where communities assured to fight against malaria to achieve the national goal of the Government of India.

With this year's theme, "End Malaria for Good", cleanliness drive, mass rally, pubic announcement and stakeholder meetings were organized, where around 100 participants attended.  Consultant DVBDCP Karngam Nyokir informed that from 2008 to 2012, API of district was very high, but due to source reduction and awareness, API is low at 1.57 percent as on 2016. Public announcements were also organized by VHAI team at Basar, Likabali, Tirbin, Yomcha and Liromoba blocks.  

 

 

 

No horn please

Mr. K.Appa a confessed habitual horn abuser was driving from  Pasighat to Itanagar on Sunday, his cars horn stop working halfway, he could not spare time to find a garage to  get it repaired. He decided to complete journey noiselessly without honking. To his pleasant surprises he discovered that people in north Lakhimpur and other places in Assam and Arunachal still go out of his way, and he reached Itanagar earlier than he expected. Best part was that he did not experience the usual aggravation. He found that a few seconds of patience and courtesy for other road users gave him better result than irritating everyone with his car horn. From that day he stopped unnecessary Honking and became active member of No Horn Campaign.  

The 26th April 2017 is being observed all over the India  as NO HORN DAY. The event is intending to create awareness among people on honking by drawing attention to the adverse health effects of unnecessary honking and tell the drivers not to Honk. Honking in India is generally not considered as personal insult by doer or listener. It comes as a way of life for most road users. Hence a person living in India might not offended by honking unlike a person who grew up in a place where it was considered rude to Honk. In developed countries, Honking is almost non-existence except to warn for emergencies. In Contrast, much of Honking in India is habitual and uncesessary.Relentless horn use is major source of noise pollution. More than a nuisance, it is a health hazard to everyone in the vicinity. In India, certain areas like Mizoram, Kochi have relatively lower honking levels. The awareness level, risk tolerance and educational status are the key factors. The reasons for honking are varied, the amount of noise pollution from excessive horn is on rise in India including Arunachal Pradesh, the problem is compounded by  insufficient roads, rapidly rising automobiles population and chaotic road conditions where impatient  snake fashion motorist  compete  for space with pedestrian, illegally parked vehicles and stray animals. Different types of Honking we hear in our state roads falls under following categories. Habitual Honkers-Have been honking ever since they learn to drive. Get out of my way type !-This applies to  people who are permanently in a hurry  on road due to lack of faulty time management and lack of  respect for other road users and  blame the others  for their being late. Many trackers and auto  rickshaws of our state capital  fall under this category."Cant you See Iam V.I.P?" type- They blow horn to show themselves as VIP.Thanks Modiji for abolishing beacon lights for VIP, really  a welcome steps toward equality on the roads.My horn is so powerful type-These people became active chiefly during traffic block,continuously honking in such conditions hoping that the noise will magically blow away all the vehicle.The over takers type-On apparent mission to overtake every vehicle in front and compulsorily honk each time they pass a vehicle.

The Green Signal Maniacs Type. People start honking as soon as  the red signal turn green assuming that everyone else is asleep in their respective Vehicle.

"I have entered the road Type" -These folk love to announce their arrival on road by laud blare of Horn.Don't Hit me type-They assume that all others road users are blind and fear that unless they honk, others will collide with them. Honk every living being they saw on the road.Most of lady drivers in capital complex falls under this category.

I am Angry at You type- Road rage people ill-tempered from birth permanently angry with other road users for not behaving in ways  as per their expectations.

Watch Out type -These people never use Horn unless they warn some one of impending danger. This is an example of appropriate use of horn.

The noise created by  automobile horn  is so loud and 10,00,000 more powerful than human conversation and sound wave a physical form of energy can cause subststantial  damage to body, closure the person is to source of noise as in halted traffic ,the greater the damage is. Honking is  a habit and difficult to break.26TH April is observed as NO HORN DAY, giving an opportunities to try out healthy  experiment of breaking the habit. It is to create awareness about noise pollution due to Excessive Horn.

Sound is a form of energy and capable of damage to our hearing in extreme case and regular exposure  to high decibel sound affects our mental health, air horn attack life in womb and make the child handicapped or mentally challenged. High decibel horns make drivers aggressive and irritability, facilitate over speeding leading to accident. The Notion "people wont get of our way  if we don't honk" is out dated and incorrect  now. Honking is not really required for routine commutes any more. For over taking the single lane road  a short beep of horn or  a single flash headlight may be needed when driver  in the front is absent minded and blocking traffic. Horn can be use reserved for use only for emergencies, If we sense danger ahead, it can be use as a warning. High decibel horn may be replaced by  low intensity horn, after dark ,all horn use must be stopped.Hospitals,school and place of worship is a silence zones horn use must be avoided  near such establishment. Unfortunately without effective law enforcement this cannot became reality. One person honking generate so much noise, it nullifies  good behavior of hundreds of others. Discretionary honking may be allowed in sharp turnings of hills roads of district in the state. No horn heard   in sharp turning does not mean that Vehicle is not coming from other side should be the teaching to all drivers operating in District roads. Active Campaign in all front will be required to reduce habitual and unnecessary horn use. With rare exceptions, horn is to be used only to warn other people of the possibility of accident. Happy No Horn Day!

Road communication key to development: Taloh

PASIGHAT, Apr 25: Pangin MLA Tapang Taloh inspected progress of various ongoing projects during an extensive tour of his constituency and donated a double-engine boat to expedite the road construction to connect Sissen village with the rest of the world.

Earlier, the villagers of Sissen had boycotted the Assembly Election in 2014 saying, "No Road, No Vote" and the Election Commission of India had failed to conduct poll in the thinly populated Sissen village.

Naturally blessed Sissen is known for its bravery and agri-horticulture products. Almost a century ago, British Officer Dr Gragarson was killed by Adi warriors here. The village is also known for highest agri-horticulture produces, but even after 70 years of independence, it has no proper road communication to promote marketing facilities.

However, under the leadership of local MLA Taloh, a 40.35 km road has been sanctioned under the Pradhan Mantri Gram Sadak Yojana (PMGSY), which will connect Sissen village with Komsing (Kumku) village via Karo and Pangi villages.

Addressing a public meeting organized by Sissen villagers on Monday, Taloh laid thrust on improvement and expansion of road connectivity, stating that road infrastructure was the backbone of development and social welfare. Better road connectivity is correlated with economic development as it promotes access to economic and social services, he said.

"I am committed to ensure that no corner of my constituency remains devoid of this necessity," the MLA said.

He directed the executing agency (RWD) not to compromise on the quality of work. For this, he stressed on close monitoring and sought cooperation of the people in ensuring speedy development of their areas and asked them to come forward and personally supervise the quality of work so that the work is completed in the next 18 months (stipulated time).

Taloh also informed the people that many projects for the area are in the pipeline and will be executed soon.

The meeting was also attended by Siang Deputy Commissioner Rahul Singh, SP D Jini, SE (PWD) Tapi Darang, NBK President Tapun Taki, ZPM Tajing Taki and other officers, leaders, GBs and villagers. (DIPRO)

 

 

 

Border Area Development schemes reviewed

AALO, Apr 25: The District Level Committee on Border Area Development Programme reviewed schemes implemented during the year 2016-17 and new schemes to be taken up during 2017-18 in a meeting held under the chair of West Siang Deputy Commissioner Gamli Padu in Aalo on April 24 last.

Stressing on judicious and optimum utilization of fund made available to Mechuka-Tato and Pidi- Monigong CD Block, the DC called for proper monitoring of all schemes by the Planning Department. "Abstract cost of estimate and sanctioned amount of many of the need based security schemes should be provided to ITBP in the borders and joint inspection should be carried out after completion and completion report from the Para military forces is mandatory", he said.

He also stressed on incorporating basic service requirements, like drinking water supply, furniture in schools, and procurement of medicines in the schemes to ameliorate the condition of border people.

In-charge DPO Hengi Riba dwelt on status of schemes undertaken in 2016-17, new proposals to be taken up during 2017-18, and funding pattern and ground realities through power point presentations.

DFO Abhinav Kumar, EE PWD J Langkam, DSP  D W Thungon, BDO Mechuka C Ninu, Officer Commanding ITBP and others also took part in the deliberations on issues pertaining to their departments. (DIPRO)

ITANAGAR, Apr 25: The Siang district unit of Adi Students' Union (AdiSU) has decided to organize a peaceful rally cum dharna on May 16 in protest against non-fulfillment of its various demands.

The dharna will be staged in front of the Siang Deputy Commissioner's office at Pangin, informed the district AdiSU unit in its intimation letter to the DC.

The Union further threatened to launch phase-wise bandh after one month of the peaceful rally-cum-dharna, if the demands were not met.

The students' union has been demanding eviction of school and government farmland encroachers and also vouching against alleged irregularity in conduct of interview for recruitment of newly created various non-ministerial staff under the Department of Health and Family Welfare, Siang.

According to the Union, land encroachment was rampant in five government higher secondary schools of Pessing, Kaying, Boleng, Rumgong and Pangin and government farmlands in Jomlo-Mobuk.

"Surprisingly, no eviction drive has been carried to free the school and farmlands from illegal possession of individual(s) despite issuance of order by the Deputy Commissioner to this effect", lamented the AdiSU unit.

It also expressed dismay over non-implementation of biometric attendance system in offices of various government departments and schools even after the Deputy Commissioner had issued an order to implement the same.

Another demand of the union was posting of subject teachers in government schools in the district before the ensuing academic session.

 

 

 

 

Cardiac surgery OPD

ITANAGAR, Apr 25: Dr Bishnu Kumar Deka, MS MCH will be visiting Ramakrishna Mission Hospital for cardiac surgery OPD on May 5 next. The consultation is expected to begin by 10 AM and will be held on the first floor of RKM OPD.

 

 

 

Cancer screening camp held at Naharlagun

NAHARLAGUN, Apr 25: In all, 150 people arrived for a free cancer screening and awareness camp at Naharlagun on April 24.  

The camp was organised by the Friends of Tribal Society of Arunachal Pradesh, in collaboration with Marwadi Yuwa Manch , Atu Hillang Charitable Society, and Kombo Youth Capital Complex Itanagar.  

This was the 84th camp in the Northeast region with a bus designed with required equipment for cancer screening.

Health and Family Welfare Minister Jomde Kena appreciated the efforts of the Friends of Tribal Society and assured to give support from the Health Department for conducting such camps on regular intervals.

Speaking at the event, Rural Development, Panchayati Raj & Co-operation Minister, Alo Libang requested conducting such camps all over Arunachal.

Friends of Tribal Society N E President Subhash Sikria spoke about the aims and objectives and work of the Society.

Gynaecologist Dr D Perme conducted mammography, pap smear, throat endoscopy, x-ray, CA-125, PSA and oral checkups during the screening test, according to an information from Hillang Tajak of the FTS.

 

 

 

 

State Congress leaders in  Delhi meeting

ITANAGAR, Apr 25: Arunachal Pradesh Congress Committee President Takam Sanjoy, along with former Congress chief ministers of the state, P K Thungon, Mukut Mithi and Nabam Tuki will attend the North-East Co-ordination Committee Meeting to be held on Wednesday at New Delhi. The meeting is being initiated by Dr C P Joshi, General Secretary, AICC I/c North-East States. The meeting will be addressed by Congress Vice-President, Rahul Gandhi in presence of the senior leaders of AICC.

 

 

 

APDA demands one man one post norm

ITANAGAR, Apr 25: The Arunachal Pradesh Doctors Association (APDA) on Tuesday demanded that the state government appoint separate qualified persons as Director of Health Service (DHS), Director of Medical Education (DME) and Director of Tomo Riba State Hospital for smooth functioning of the Health Department.

In a representation to Chief Minister Pema Khandu, the Association pointed out that the state government had created independent posts of DME and  Director of Family Welfare during the year 2014 vide order No MDEV-S21/12 dated 20/10/2014 and appointed Dr M Jini as DME.

"Since 2013, Dr Jini has been designated as DME and functioning as the head of the department and subsequently he was also appointed as DHS in the year 2015 and Director of TRSH. As of now, he is occupying and functioning as directors for three different departments," the APDA said.

Stating that the APDA had no doubt over Dr Jini's caliber and personal capacity, Association President Dr Bimang Natung questioned whether there were no other competent doctors, who could be appointed as directors.

"Why only one person is being over used for several posts of directors?"

The Association demanded that the state government approve the modified APSHS rule and appoint the vacant posts of directors of Health Service and Family Welfare at the earliest for public convenience and welfare service with equitable distribution of 'one man one rank post'.

 

 

 

IX ABCC Assembly held at Khonsa

ITANAGAR, Apr 25: The 9th Annual General Assembly of Arunachal Baptist Churches Council was held at the Nocte Baptist Churches Association Mission Centre, Poakkom, Tirap from April 21 to 23.

Reverend (Dr) Mar Atsongchanger, Executive Secretary (ABAM) and President of Nagaland Baptist Church Council spoke on "Maturity in Christ" and urged all the participants to grow in the "divine Love".

Reverend ( Dr) Noklu Longkumer, Mission Secretary, ABAM, the Co-Speaker and Reverend T P Mordecai, Director, CLC, CBCNEI, who took the Bible study sessions, spoke on "Mission" and made it clear that it (Mission) is the essence of Christian faith, and a faith without "Mission" is in fact as good as a body without life.

MLA Wanglin Lowangdong expressed his deep concern over the recent incidences of vigilantism by certain fanatic groups which targeted certain communities on the basis of religion and food habits. He stressed on the need of more vigorous and coordinated efforts to spread the gospel of love so that everyone would learn to love and respect each other.

 

 

 

Koloriang wins hat-trick of titles in Hangpan Dada Memorial Trophy

NYAPIN, Apr 25: Nyapin and Koloriang constituencies won the men and women's football competitions respectively in the district level Hangpan Dada Memorial Football and Volleyball Trophy for Kurung Kumey district, which concluded at Nyapin General Ground on April 24.

Koloriang also won both the men and women's volleyball competitions to win hat-trick of titles.

Nyapin ZPM Gyamar Deriang, who attended the closing ceremony, advised the players to work hard to excel both in studies and sports.

 

 

 

Training on My Village My Development Plan

YINGKIONG, Apr 25: The week-long training to build capacity of heads of departments and PRI members on "My village, My Development Plan" began at Multipurpose Tourist Complex, Yingkiong on April 25.

The main objective of the programme is to make the heads of departments and PRI members acquainted with the 'My Village, My Development Plan'; role of various stakeholders in planning and implementation of Gram Panchayat Development Plan, and possible convergence of schemes in the district with the MVMDP.

The inaugural session was attended by Deputy Commissioner Remo Kamki.

Similar programmes covering other administrative circles of Mariyang, Katan, Geku, Tuting and Jengging will also be held involving all the stakeholders. (DIPRO)

 

 

 

3100 LED lamps distributed under Ujala Yojana in Lohit

TEZU, Apr 25: Energy efficient LED lamps were distributed under the Ujala Yojana in Lohit district on April 23.

In total, 3100 lamps (9W) were distributed to needy homes through the Arunachal Pradesh Energy Development Agency (APEDA) in the second phase of distribution of such lamps under the flagship programme of the central government.

The Ujala Yojana was first launched in the state in Lohit on April 10 by Deputy Commissioner Danish Ashraf

There is a huge demand for the energy efficient appliances in the district and we are striving to fulfill it through EESL (Energy Efficiency Services Ltd), the central government agency, which has been entrusted to procure and provide the appliances to the State Nodal Agencies, informed Project Officer, APEDA, Tezu AK Rana. Aadhaar photography drive at Bameng

BAMENG, Apr 25: East Kameng Additional Deputy Commissioner, T Messar informed that an 'Aadhaar Photography Drive' is under way at the office of the East Kameng Additional Deputy Commissioner for the people of Bameng Sub-Division since March 27 last for left-out persons.

The ADC appealed to the people who have been left out to get photographed soon before June 30 next, which is the last date for the exercise. For school students, photography centres have also been established at DDSE Office, Seppa and at PD Office for MGNREGA job card holders.

 

 

 

AVS soccer teams win Goa Football Tournament

ITANAGAR, Apr 25: The U-14 and U-17 soccer teams of Assam Valley School (AVS) won the Goa Football Tournament organized by the International Schools Sports Association.

Tenzing Ngorup and Limanzuk Kichu of AVS were adjudged the best players of the tournament in the U-17 category, while Param Nongmaithem and Dhajen Basumatary of the same school were adjudged the best players of the tournament in the U-14 category.

 

 

 

Indrajit Namchoom U-19 Football Tournament

ITANAGAR, Apr 25: The Indrajit Namchoom Under-19 Football Tournament 2017 will be held at Chimpu Sports Complex from May 2 to 9 next.

The matches are scheduled to be played from 7 am to 5.30 pm.

The opening and closing ceremonies will be held on May 1 and 10 respectively at Rajiv Gandhi Stadium, Naharlagun. The closing ceremony will be attended by the Governor and the Chief Minister.

 

 

 

5th Vacational Running Trophy Football Tournament underway

ITANAGAR, Apr 25: The 5th Vacational Running Trophy Football Tournament, organized by Eleven Star Football Club, (Poma) was inaugurated on Monday by Agriculture and Marketing Board Chairman, Ngurang Pinch amidst the presence of Under Secretary Education, Likha Tejji, Poma Panchayat ASM, Techi Anna and Poma Panchayat GPM Chairperson, Tayum Roma. In the opening match, played between Barbarian FC and defending champion Friend FC, the former defeated the latter by 2-1 goals.

Urban sanitation is a major worry

The PHE&WS department yesterday claimed that it has achieved 87.12 percent sanitation coverage; standing 7th position at the national level. This is a major achievement considering the fact that Arunachal is late starter in realizing the importance of having Individual Household Latrines (IHHL) in the house. The department also audaciously declared their intent to achieve ODF status by 2018; one year ahead of the target year, which is 2nd October, 2019. It’s a good move, however, only time will tell whether they will be to achieve the target.

There is no doubt that PHE & WS Deptt. has made inroads into villages and constructed massive number of IHHL. But in recent years the hygiene standard of urban areas has drastically gone down. The situation especially in capital complex and at certain district headquarters is pathetic. In capital complex, visiting any market areas can be nightmare experience especially for the womenfolk. Lack of toilet facilities in the market areas is an issue which unfortunately all the departments be it PHE&WS, Municipal corporations and Urban Development Department have totally neglected. Urban cleanliness should be given top priorities by the state government. With monsoon arriving there is urgent need to ensure that drains are properly cleaned and clean drinking water is provided to the denizens. For urban sanitation, the PHE&WS should collaborate with Municipal corporations and Urban Development Department for better coordination.

Complete the Rural electrification  formalities

Dear Editor,

Through the columns of your esteemed daily, I would like to put forward a few grievances I have towards the State Power Department. The rural electrification work was tendered by the same during May 2016 and the official legal formalities to kick-start the project still seems to be under progress while it is already 2017 with an approaching monsoon on the clock which keeps the public in dilemma since it is a known fact that the “working period” regarding carrying out of any tender work in Arunachal is minimal because the rains throughout the year makes any work challenging and difficult confining it mostly to winter months.

This is a kind appeal to the Department responsible to initiate their duties at the earliest so that none of the contractors involved or the public or the project in question suffers due to the stagnation of one department. And also as a general observation, this is the kind of attitude that most departments around here carry because of which any kind of developmental activity always lags behind from the time period it is bound to deliver for.

We are at a much advanced century from any other generation and therefore, this kind of attitude from any executing body is not really appreciable and it is time that people realise the value of time and the governmental agencies especially, their duties.

As a concerned citizen of the state and the country, this is a humble request especially to the Power Department East Siang district in particular to kindly take up the cause and dispense any left over legalities at the earliest to start the rural electrification works at the earliest.

The delay over this matter is questionable because according to sources, the tender for East Siang district has long been initiated with all formalities and procedure already covered, so why the unnecessary delay causing great discomfort amongst the people involved ?

Therefore, once again I appeal and request the concerned department in particular to dispense their legal duties as soon as possible so that the electrification work for rural areas is started at the earliest, for the goodness and development of our state.

Abolish VIP culture

Dear Editor,

This refers to your editorial “More need to be done to abolish VIP culture: (April 21. Kudos to Prime Minister Narendra Modi for his decision to shake up India’s privileged VIP culture, most notably symbolised by flashing red beacon lights on top of vehicles, by scrapping a rule that allowed the Central and State governments to nominate dignitaries who could use such lights. The decision comes more than three years after the Supreme Court first raised the issue of red beacons and asked for restrictions on their use in December 2013. It is good move by govt to stop lal baati for VIPs. It will help to reduce the VIPs culture in India. The red beacon or laal batti, allowed to only top public officials and politicians, has come to signify influence and privilege. Recently, in Ahmedabad, while I was crossing a road, I found blue beacons of Ambulance blocking the road. As I came near I found some religious saints sitting in an ambulance with their teams. The motor vehicles carrying ‘high dignitaries’ specified by the Central government and their counterparts specified by the States may be fitted with red lights, but the red lights with or without flasher can be used only when the specified high dignitary is on duty.It is time that the Supreme court also passes the order to remove political flags, political leaders photos in the cars fronts. This is used as an exhibition of power by many politicians and influential people.

Few suggestions to improve sports in Arunachal

Dear Editor,

This is with reference to the News Report  published on April 24  in  your esteemed daily, titled “What is holding back Arunachal’s Progress in Sports’ ?

As I belong to sports fraternity, I would like to contribute few suggestions.   

1. Upgrade of Sangey Laden Sports Academy up to Class XII. Because when the student trainees of the academy are at the peak of their performance, they have no option for further studies. They have to leave the academy for further studies.

2. Set up of Sports Trainee hostel separately for elite sports persons.

3. Attach sports unit in BN Police Chimpu for regular training along with appointment of Coach and Instructor

4. Appointment of Coach in various sports discipline.

5. Establishment of human performance Laboratory with high scientific equipments.

6.  Sports persons appointed in various Department against sports quota maybe  exempted  from general duty and allowed to continue  training for 2 to 3 years. If he/she is not giving  result or performance, they may proceed for general duty.

7. Establishment of SAG -SAI centre in various districts of Arunachal Pradesh .

I already discussed with the Director of SAI, North East Region Guwahati regarding the establishment of SAG-SAI. Director agreed for the establishment of the centre only if state government is willing to do so.

In view of the above suggestions, if Arunachal Government and sports fraternity takes initiative, we hope we will overcome the present scenario and there will be rapid progress in sports. Hope in near future our sports persons will perform well in National and International arena.
